South Africa's ANC to meet Chamber of Mines over new regulations
South Africa's ruling party, the African National Congress is set to meet the Chamber of Mines to disuss implications of the new Mining Charter. The ANC meeting follows allegations that the chamber was not properly consulted by the country's Mineral Resources Minister, who gazetted the new laws last week. The Mining Charter will force mining firms to restructure their ownership to ensure they have 30% black ownership within 12 months. It will also require a 51 percent black shareholding in all new prospecting licences. The meeting comes as Fitch Ratings criticized the new laws, saying it will deter investment. Africa's biggest gold miner, AngloGold Ashanti, is planning to retrench eight-thousand-500 mine workers as part of its restructuring of its South African business. The world's third largest gold miner has started talks with unions to cut its workforce by a third as some gold mines have reached the end of their economic lives. The mining industry has been bleeding jobs since 2012. According to Stats SA, almost 50,000 jobs were lost between 2012 to 2015, mostly in the gold and platinum sectors. Child labor, environmental pollution, human rights abuses and bloody conflicts: this is the global gold trade. What are lawmakers doing to protect children? Gold as a raw material is more in demand than ever. But few people bother to think about conditions in the gold mining industry. We visit Ghana, the Philippines and the Democratic Republic of the Congo, where conditions are often life-threatening. Conditions in small-scale mining operations are especially bad. Children as young as 7 are put to work underground and underwater, and are exposed to high doses of mercury. Bloody conflicts are fought in pursuit of minerals such as gold and coltan. Rebel groups in the Democratic Republic of the Congo, for example, use the illegal gold trade to finance their war. In June 2016, the EU agreed on a regulation to stop the financing of armed groups through trade in conflict minerals: It requires companies to provide complete supply-chain transparency. Trade Union COSATU is calling for the decriminalisation and regulation of independent small scale mining. The call comes as several illegal miners remain trapped underground at a disused mine in Langlaagte, south of Johannesburg. COSATU has expressed concern at the escalating deaths of illegal miners, also known as Zama Zamas and has called on government and the mining sector to immediately address this. Mixed expectations as long awaited law is approved in South Africa
South Africa's long delayed Mineral and Petroleum Resources Development Amendment Bill has been passed. The bill is expected to improve regulation of social and labour plans to optimise the effect of the mining industry to development. President Jacob Zuma referred the bill back to parliament after several constitutional concerns were raised during the public consultation phase. It will now be sent to the national council of provinces for confirmation. In a statement Minerals Minister Mosebenzi Zwane said this was a positive step towards entrenching certainty for investors in the mining and upstream petroleum industries. There are doubts however over whether it will provide the regulatory certainty needed to boost a declining mining sector.

Thousands of mineworkers marched on the Department of Mineral and Energy Affairs in Johannesburg on Saturday morning (16/7), demanding an improvement in safety conditions at work. At the front of the march, organised by the National Union of Mineworkers, were scores of disabled miners in wheelchairs. They were pushed by colleagues in central Johannesburg, to the department offices in Braamfontein. Most had been paralysed in mining accidents and several had lost one or more limbs. Others hobbled on crutches and walking sticks. The march took place on the eve of a Government-appointed commission of inquiry into the health and safety regulations in the mining industry. According to union figures, black mineworkers who spend 20 years underground face a 1 in 30 chance of being killed in a mining accident, and a 1 in 2 chance of being permanently disabled. Last year, 578 mineworkers died in mine accidents. A total of 8532 were seriously injured last year. Meanwhile, South Africa's largest labour federation demanded on Saturday that President Nelson Mandela's government back workers in disputes with employers acording to a Sunday Times report. Sam Shilowa, leader of the 1.2 million-strong Congress of South African Trade Unions (COSATU), made his plea as the country faces its largest strike since the all-race elections in April. More than 15,000 workers at retail giant Pick 'n Pay will stop work Tuesday following the breakdown of wage negotiations and outbreaks of violence between strikers and police at stores in the Johannesburg region. South Africa's new Mines Minister Mosebenzi Zwane has acknowledged that the mining sector in the country is in distress but measures were underway to restore its fortunes. Speaking at the annual investing in Africa Mining Indaba, thats underway in Cape Town, the minister told investors that the sector has faced some of its toughest years since 2012 with a significant decline in production across all mining platforms. 47 000 jobs have been lost between 2012 and 2015. Investment into the country has also declined at a faster rate than anywhere else in the world.

Another report into the South African mining community released
The Bench Marks Foundation has released another damning report into the South African mining community. It has been focusing on Corporate Social Responsibility in the mining environment - and the latest report concerns the coal industry. The Foundation says that workers face a hostile environment with unsafe and dreadful conditions. It says mining companies generally are flouting environmental, labour and social laws frequently and openly. And coal miners concentrated in Mpumalanga are no different. South Africa is haveily reliant on coal to produce electricity. It is also a significant participant in global coal markets with Anglo and BHP Billiton dominating.

"According to the economy of South Africa, they are indicating that if we don't work obviously they will have a crisis in terms of the economy. But remember, there is a demand from workers. The workers that are working underground, they are facing a very serious challenge, whereby they don't get enough money to survive" said Stephen Dijo, Representative of the Allied Mineworkers and Construction Union (AMCU). In 2012, police shot and killed 34 miners during a walkout at the nearby Lonmin platinum mine. South African officials say they will act decisively to enforce the law. English/Nat A crowd of 15-thousand mourners attended a mass funeral Sunday for victims of one of South Africa's worst mining disasters. After the ceremony in a stadium near the site of the disaster at Vaal Reefs mine, hearses carried 45 coffins to the Orkney cemetery. Families of the remaining 57 victims chose to take their relatives home for burial. Communist Party leader Charles Ngcakula blamed the deaths of the 104 miners in last month's disaster on negligence on the part of mine management. The Oppenheimer Stadium near the Vaal Reefs gold mine was packed for the funeral service for 45 of the 104 miners. They were all killed on 10 May in one of South Africa's worst mining disasters. A runaway mine locomotive fell onto an elevator car, sending it crashing to the bottom of a shaft. All aboard were killed. SOUNDBITE: "In the name of the directors and management of the Anglo-American group of companies and most particularly in the name of the directors and management of the Vaal Reefs gold mine....." Even those who are religiously inclined must have said when the disaster happened that it was not an act of God." Miners' relatives will be helped by a disaster fund, which has so far reached 3.5 (m) million US dollars.
